to učini novim Zakonom o šumama nije uspio, jer je ostavio šume i šumsko zemljište u vlasništvu općina, a to očigledno ne ide. Uz pretpostavku da će se nastaviti jačanje demokratizacije i javne kontrole, te sve značajnije djelovanje tržišnih sila, bez državnog uplitanja, takve promjene su nužne i za njih je krajnji čas.
