ŠUMARSTVO HRVATSKE KAO
AKTIVNI SUDIONIK PRI OSNIVANJU
I RAZVOJU MODERNOG
HRVATSKOG SVEUČILIŠTA U
ZAGREBU

Šumarstvo je znanost, struka i umijeće gospodarenja
i očuvanja šuma i stojbine, odnosno cijelog šumskog
ekosustava, za trajnu dobrobit društva, okoliša i
privrede. Ono se brine o uravnoteženom i potrajnom gospodarenju
šumama i drvnim zalihama, maksimalnim
prinosima i optimalnom pomlađivanju uz trajnu stabilnost
šumskih ekosustava, vodeći brigu o bujnom životinjskom
svijetu, obilnim i trajnim rezervama pitke vode,
atraktivnom i rekreacijskom okolišu, kako u prirodnim
tako i u urbanim sredinama, te o raznovrsnim uslugama
i proizvodima.


Šumarstvo se isto tako koristi znanjem i iskustvom
mnogih znanstvenih područja i ostalih profesija, te igra
značajnu ulogu u razvoju i primjeni tehnike za gospodarenje
šumskim zalihama.


Naprijed navedena već poznata i uz današnje uvjete
modificirana definicija modernog šumarstva nastala je
kao rezultat dugogodišnjeg razvoja šumarstva i šumarske
znanosti, koja u našem dijelu Europe bilježi stalan
razvoj u trajanju preko 200 godina. Šumarska znanost i
šumarstvo, kao rijetko koje znanstveno polje, nastaje
istovremeno kod nas kad i u centralnoj Europi, iz opravdanog
straha od nestanka šuma, zbog onovremenog stihijskog
postupanja sa šumom.


Brojni su pisani dokumenti koji nedvojbeno svjedoče
o toj, za Hrvatsku i hrvatsko šumarstvo, vrlo važnoj
činjenici. Dovoljno je spomenuti "Urbar" Marije Terezije
iz 1755, "Šumski red" na hrvatskom jeziku iz 1769.
te značajan broj u inozemstvu školovanih hrvatskih šumarskih
stručnjaka, koji već u prvoj polovici XIX stoljeća
imaju značajnu intelektualnu, stručnu i domoljubnu
ulogu u javnom životu tadašnje Hrvatske. Ovdje spominjemo
Antu Tomića, Franju Šporera, Dragutina
Kosa, JosipaEttingera i brojne druge, od kojih prva
trojica već od 1820. do 1825. završavaju šumarsku akademiju
u Mariabrunnu u Austriji. Čitava plejada mladih
hrvatskih šumarskih stručnjaka onog vremena radi na

CROATIAN FORESTRY AS AN
ACTIVE PARTICIPANT IN THE
FOUNDATION AND DEVELOPMENT
OF A MODERN CROATIAN
UNIVERSITY IN ZAGREB


Forestry is a sience, profession and knowledge of
the management and preservation of forests and sites,


i.e. overall forest ecosystem, for the permanent benefit
of society, environment and economy. It is concerned
with balanced and sustainable management of forests
and growing stock, maximal yields and optimal regeneration
- maintaining continued stability of forest ecosystems,
caring for the abundant animal world, plentiful
and lasting drinking-water resources, attractive and recreational
environment including natural and urban areas,
and providing various services and products.
Forestry utilizes the knowledge and experience of
many scientific fields and other professions, and plays
a significant role in the development and application of
techniques for the management of forest resources.


The aforementioned definition of modern forestry resulted
from many years of development of forestry and
forestry resulted from many years of development of
forestry and forestry science, which, in our part of Europe,
has realized constant growth over a period of 200
years. Forestry science and forestry, unlike many other
sciences, developed in our country at the same time as
in central Europe out of a justifiable fear of the forest
disappearance, due to disorganized treatment of the forest
at that time.


Numerous written documents undoubtedly witness
this fact, important for Croatia and Croatian forestry. It
will suffice to mention the "Urban" by Maria Theresa
from 1775, "Forest Order" in the Croatian language from
1769, and a considerable number of Croatian forestry
experts, educated abroad, who, in the first half of the
19th century, played a significant intellectual, professional
and patriotic role in the public life of Croatia at
that time, i.e. Ante Tomić, Franjo Šporer, Dragutin Kos,
Josip Ettinger and many others, of whom the first three
graduated at the Academy of Forestry in Mariabrunn in
Austria during the period 1820—1825. The whole pleiad
of young Croatian forestry experts at that time worked
on the systematic organization of forestry, educational
institutions and forest policies with the intention of
making our forestry independent from the influence of
foreign forestry experts.

sustavnom organiziranju šumarstva, obrazovnih institucija
i šumarske politike, koja bi trebala biti zaštićena i
neovisna od utjecaja šumarskih stručnjaka stranog porijekla.


Rezultat takve aktivnosti je osnivanje Hrvatsko-Slavonskog
gospodarskog društva 3. veljače 1841. gdje su
osnivači bili 12 visokoobrazovanih šumarskih stručnjaka
i jedan stručnjak izvan šumarstva. To je drugo društvo
po starosti u Europi odmah iz onog osnovanog 1839.
u Baden-Wuntenbergu. Istovremeno se pokreću i stručni
časopisi kao "List Mesečni" 1842., "Gospodarske Novine"
1853. i "Gospodarski List" 1856. Ante Tomić
1843. piše prvu stručnu raspravu na hrvatskom jeziku,
što ima takav nacionalni značaj koji prelazi okvire šumarstva
Hrvatske. Šumarski stručnjaci se 1846. izdvajaju
iz Gospodarskog društva i osnivaju Hrvatsko-Slavonsko
šumarsko društvo. Sva aktivnost tog društva
je usmjerena na otvaranje šumarskog učilišta na tlu gdje
bi domaći ljudi stekli šumarsko obrazovanje te smanjili
priliv stranih stručnjaka u već tada dobro organizirano
šumarstvo na području Hrvatske. Ta im je želja ispunjena
osnivanjem Gospodarskog šumarskog učilišta
u Križevcima 1860.


Ovo je samo mali broj navedenih aktivnosti šumarskih
intelektualnih snaga a koje su prethodile formiranju
modernog Sveučilišta u Zagrebu 1874. Nije potrebno
posebno spominjati daje intelektualni, stručni i
rodoljubni zanos domaćih šumarskih stručnjaka, školovanih
u inozemstvu, dao svoj doprinos općoj klimi koja
je prethodila otvaranju Sveučilišta u Zagrebu.


Šumarska struka nakon 1874. doživljava svoj daljni
napredak. Već 1877. izlazi prvi broj znanstveno-stručnog
glasila "Šumarski list" koji neprekidno izlazi do
današnjeg dana. Istovremeno u europskim šumarskim i
zakonodavnim krugovima se odlučuje da šumarstvo kao
struku mogu voditi samo sveučilišno obrazovani stručnjaci,
te je to značajan razlog da se 20. 10. 1898. otvara
i počinje s radom Šumarska akademija na Sveučilištu
u Zagrebu "prislonjena" na ondašnji Mudroslovni
fakultet. Akademija ima trogodišnju sveučilišnu nastavu,
a već se šk. god. 1907/8. osamostaljuje s vlastitim
pročelnikom i četverogodišnjom nastavom. Šumarska
akademija je dala veliki doprinos razvoju šumarske znanstvene
i stručne misli na našim prostorima. Tako već
1907. tri značajna šumarska stručnjaka stječu doktorat
znanosti i to Andrija P e t r a č i ć i Đuro N e n a d i ć na
Šumarskom fakultetu u Miinchenu a Aleksandar U g r e n
o v i ć na Filozofskom fakultetu u Zagrebu. S pravom
možemo tvrditi da je Šumarska akademija preteča
svih tehničkih fakulteta kod nas, budući da su se na
njoj prvi put na Sveučilištu u Zagrebu predavali "matematički
predmeti i grafičke radnje" kao što su: Matematika
I i II, Deskriptivna geometrija I i II, Konstruk

bruary 1841, the founders of which were 12 highly-educated
forestry experts and one expert outside the field
of forestry. It was the second Society of this type formed
in Europe, immediately after the one formed in Baden-
Wuntenberg in 1839. At the same time professional
journals were started such as "List Mesečni" (1842),
"Gospodarske Novine" (1853), and "Gospodarski List"
(1856). In 1843 Ante Tomić wrote the first professional
treatise in the Croatian language, giving it a national
significance which transcended the framework of Croatian
forestry. Forestry experts secessed from the Forest
Management Society in 1846 and founded the Croatian-
Slavonian Forestry Society. The activities of this Society
were directed towards the establishment of a forestry
educational institution in Croatia, were Croatians
could acquire forestry education, thus, reducing the influx
of foreign experts in the already well-organized forestry
of Croatia. They succeeded in realizing their wish
by founding the Forest Management Academy in Križevci
in I860.


This is only a small portion of the activities of forestry
intellectuals who were the forerunners of the modern
University in Zagreb in 1874. It is unnecessary to
mention that the intellectual, professional and patriotic
zeal of the Croatian forestry experts, who had been educated
abroad, contributed to the general atmosphere
which preceded the opening of the University in Zagreb.


After 1874 the forestry profession experienced further
growth. As early as in 1877 the first volume of the
scientific-professional paper, "Šumarski List", was published,
which has been continuously published until
today. At that time it was decided in European forestry
and legislative circles, that forestry as a profession could
only be conducted by university educated experts.
Consequently, on the 20th October 1898 the Academy
of Forestry in Zagreb University was established and
started work, annexed to the Faculty of Philosophy (Mudroslovni
fakultet). The Academy offered a three-year
university curriculum and already in the school year
1907/8 it became independent, with its own Principal
and a four-year curriculum. The Academy of Forestry
contributed greatly to the development of scientific and
professional knowledge of forestry in our regions. Consequently,
as early as 1907, three prominent forestry experts
acquired doctorate degrees, i.e. Andrija Petračić
and Đuro Nenadić at the Forestry Faculty in Munchen,
and Aleksandar Ugrenović at the Faculty of Philosophy
in Zagreb. It can be said with justification that the Academy
of Forestry was a forerunner of all technical faculties
in Croatia, because its educational programme
in the Zagreb University offered "mathematical subjec

tivno risanje, Geodezija I i II i Tehničko risanje I i II.
Isto tako predavali su se tehnički predmeti kao što su:
Opće graditeljstvo I i II, Tehnička i građevna mehanika,
Vodo i mostogradnja I i II, Gradnja cesta i željeznica,
Bujičarstvo, Šumsko strojarstvo i Šumska otpremna
sredstva.


Matematičke i tehničke predmete predavali su prof,
dr. O. Kučera, doc. dr. L. Stjepanek, prof. ing. V.
Hlavinka, prof. ing. P. Horvat, ing. V. Setinski,
prof. dr. A. Mohorovčić i dr. Većinu navedenih možemo
naći na popisu kasnije osnovane Tehničke akademije
u Zagrebu i u Pragu.


Otvaranjem Gospodarsko-šumarskog učilišta u Križevcima
a posebno prelaskom šumarske struke na sveučilišnu
nastavu u Šumarsku akademiju u Zagrebu, šumarstvo
Hrvatske postaje ravnopravan partner s ostalim
dijelom Europe, glede znanstvene i stručne šumarske
misli te šumarske politike. Vrlo je značajna činjenica
da su mnogi naši stručnjaci tog vremena stekli šumarsko
stručno i znanstveno obrazovanje u zemljama
Europe. Na taj su način imali prilike upoznati sve dobre
i loše strane šumarstva i šumarske politike drugih zemalja.
Radeći na području Hrvatske, u našim strukturno
vrijednijim i raznolikijim šumama, mogli su na vrijeme
uočiti prednosti naših šuma, glede vrste drveća i
očuvanosti u odnosu na europske. Zbog toga su i određivali
odgovarajući način gospodarenja, izbjegavajući
šablonski pristup i uvažavajući prirodnost i sačuvanu
prirodnu strukturu šuma. Sve je to imalo utjecaja da se
već tada počinje formirati danas priznata i poznata Zagrebačka
škola uzgajanja šuma, kojoj je već u to vrijeme
bio začetnik prof, dr. Andrija Pet račić, a koja se
razvijala i razvija do današnjeg dana. Gospodare nje
prirodnim šumama, očuvanje prirodne
strukture i raznolikosti te prirodno
pomlađivanje kao značajna mjera
obnove, održavanja stabilnosti,
prirodne strukture i kvalitetnih gospodarskih
i općekorisnih funkcija
šuma, osnovno je obilježje Zagrebačke
škole uzgajanja šuma.


Dana 31. kolovoza 1919. potpisan je ukaz o osnivanju
Gospodarsko-šumarskog fakulteta Sveučilišta u
Zagrebu. Na taj način spaja se Šumarska akademija i
gospodarsko učilište koje je do tada bilo u Križevcima.
Šumarski odsjek ostaje i dalje u zgradi Šumarske akademije
koje je vlasnik Hrvatsko slavonsko šumarsko društvo.
Prvi izabrani dekan Gospodarskog-šumarskog fakulteta
je uvaženi šumarski stručnjak prof. dr. Andrija
Petračić.

I and II, Descriptive Geometry I and II, Construction
Drawing, Geodesy I and II and Technical Drawing I
and II. In addition technical subjects were lectured, comprising:
General Construction I and II, Technical and
Construction Mechanics, Hydro and Bridge Structures
I and II, Road and Railway Construction, Flood Management,
Forestry Mechanical Engineering and Forest
Transportation Means.


Mathematical and technical subjects were lectured
by prof, dr O. Kučera, doc. dr L. Stjepanek, prof. ing.


V. Hlavinka, prof. ing. P. Horvat, ing. V. Setinski, prof,
dr A. Mohorovčić, etc. The names of most of them can
be found on the lecturing staff of the later founded Technical
Academy in Zagreb, and in Prague.
With the opening of the Forest-Management Academy
in Križevci, and particularly after the transfer of
forestry studies into the university curiculum at the Zagreb
Forestry Academy, Croatian forestry became an
equal partner with the rest of Europe, with regard to scientific
and professional knowledge of forestry and forest
policies. It is significant that many of our experts at
that time acquired professional and scientific training
in forestry in European countries. In this way they had
the opportunity to become acquainted with the good and
bad points of forestry and forestry policies of other countries.
Having worked in the structurally valuable and
heterogeneous forests of Croatia they were able to realize
the advantages of Croatian forests regarding tree
species and the degree to which they were preserved
compared to European forests. Therefore, they decided
on a different, more adequate kind of management, avoiding
a stereotyped approach and respecting genuine and
preserved indigenous structure of forests. In those days
this stimulated the initiation of the present well-known
Zagrabian School of Silviculture, which was founded
by Prof, dr Andrija Petračić. The basic characteristics
of the Zagreb School of Silviculture comprise management
of indigenous forests, preservation of natural structure
and heterogeneity with natural regeneration as a significant
measure of reforestation, continued, stability,
natural structure and high-grade economic and generally
beneficial forest functions.


On 31 st August 1919 a Decree was signed on the
foundation of the Forest Management Faculty, Zagreb
University, thus, uniting the Academy of Forestry and
an economic educational instititution, which had existed
in Križevci. The Department of Forestry remained
at the premises of the Academy of Forestry owned by
the Croatian-Slavonian Forestry Society. The first elected
Dean of the Forestry Management Faculty was the
esteemed forestry expert Prof, dr Andrija Petračić.

tvom Europe. Bez obzira stoje Hrvatska bila protiv svoje
volje u sastavu Jugoslavije, te što su često puta nestručne
i za hrvatsko šumarstvo nepovoljne naredbe stizale
iz Ministarstva šuma i ruda u Beogradu, vitalnost šumarske
struke i stabilnost hrvatskih šuma su bile presudne
za trajnu kvalitetu šuma Hrvatske.


Bez obzira na to što su svi jugoslavenski i ostali režimi
bili antihrvatski i što su šume Hrvatske bile stalno
na udaru takvih režima, glede neplanskih eksplatacijskih
sječa, ipak su šume Hrvatske ostale ne samo najkvalitetnije
i najprirodnije u bivšoj Jugoslaviji nego u
cijeloj Europi. Razvijena šumarska struka i znanost te
šumarski duh koji je svojstven šumarima Hrvatske i cijelog
svijeta bio je i bit će dalje presudan kod razvoja i
opstanka naših šuma. Unatoč vjekovnim atacima profitera
različitih boja i provinijencija na šumu, kao opće
dobro bez kojeg nema kvalitetnog življenja, hrvatsko
šumarstvoje bilo u stanju odbiti sve napade takve vrste.
Dovoljan dokaz za to je i činjenica da se površine šuma
Hrvatske nisu u zadnjih 100 godina smanjile niti hektar.


Nastankom samostalne i neovisne države Hrvatske
te novim Zakonom o šumama iz 1990. šumarstvo Hrvatske
kroči novim još kvalitetnijim putem. Prije svega u
njemu dominira jedinstvo šumarske struke koje je vidljivo
na području šumarske politike, struke i znanosti.


Ministarstvo poljoprivrede i šumarstva, Javno poduzeće
"Hrvatske šume", Hrvatsko šumarsko društvo, Šumarski
fakultet Sveučilišta u Zagrebu i Šumarski institut
Jastrebarsko, okupljeni oko šuma Hrvatske i zajedničke
misli na boljitak zajedničke im Domovine, čine
snažnu grupaciju u čijem se centru nalazi šuma kao dobro
od općehrvatskog interesa.


Danas se šume i šumsko zemljište Hrvatske rasprostiru
na 43,5% površine ili na 2.457.648 ha od čega je
79% državnih a 21% su šume privatnih i ostalih vlasnika.
Drvna zaliha iznosi nepunih 300 milijuna m\ godišnje
priraste 8,8 milijuna m\ a može se sjeći zbog uzgojnih
razloga 5,5 milijuna m3.


U šumama Hrvatske imamo 16% četinjača a najznačajnije
mjesto među listačama zauzima hrast s 27%, bukva
35% te ostale tvrde i meke listače s 22%.


Šume Hrvatske su na 95% površine prirodne strukture
dok je svega 5% površine pod umjetno podignutim
šumama ili šumskim kulturama. Po toj vrlo značajnoj
osobini šume Hrvatske su na prvom mjestu u Europi.
Upravo prirodnost naših šuma osigurava diverzitet i značajne
općekorisne i gospodarske funkcije, stabilnost te
mogućnost njihovog prirodnog pomlađivanja.


Šumarska struka i znanost Hrvatske već preko dva
stoljeća radi na uzgajanju, uređivanju, zaštiti i iskori

Croatian forestry continued to develop specifically
by cooperation and comparison with forestry in Europe.
Although Croatia was an unwilling part of former
Yugoslavia, and frequently unprofessional, and for Croatian
forestry unfavourable, orders were sent from the
Ministry of Forestry and Ore Mining in Belgrade, the
vitality of the forestry profession and stability of Croatian
forests were crucial for the permanent quality of
Croatian forests.


In spite of the fact that all former Yugoslav regimes
were anti-Croatian, and that Croatian forests were exposed
to the negative impact of such regimes, in view
of disorganized exploitational fellings, the Croatian forests
remained not only the highest quality and most indigenous
in the former Yugoslavia, but also in the whole
of Europe. The developed forestry profession and science,
and spirit of forestry so characteristic for Croatian
foresters and the wole world, has been, and will continue
to be, a decisive factor in the growth and survival of
Croatian forests. Although forests, as a general wealth
meaning so much for good living, during centuries have
been under attack by profiteers of different colour
and provenances, Croatian forestry has always been able
to repulse all attacks of this kind. This is proved by the
fact that the area of Croatian forests has not diminished
by a single hectare for the last 100 years.


With the establishment of the independent and sovereign
state of Croatia, and with the new Forest Act of
1990, Croatian forestry strides along a new path of even
higher quality. It is primarily dominated by the unity of
the forestry profession, consequently reflecting in the
benefits within the fields of forestry policies, profession
and science.


The Ministry of Agriculture and Forestry, the Public
Enterprise "Croatian Forests", Croatian Forestry Society,
Forestry Faculty of the Zagreb University and the
Forest Research Institute in Jastrebarsko form a powerful
group concerned with the forest as an all-Croatian
wealth.


Today forests and forest land cover 43,5% of Croatia,
i.e. on 2.457.648 ha of which 79% are state-owned,
21 % privately and other owned. Growing stock amounts
to almost 300 million m3 with a mean annual increment
of 8.8 million m3, and felling allowed due to silvicultural
reasons, amounts to 5.5 million m3.


Croatian forests comprise 16% of conifers, while the
most important place among the broad-leaved forests
belongs to oak with 27%, beech 35% and other hardwood
and softwood broad-leaves with 22%.


Ninety-five percent of Croatian forests are of indigenous
structure, while only 5% are artificially raised
forests and forest plantations. With regard to this very
significant characteristic Croatian forests take first place
in Europe. Thus the indigenousness of our forests
ensures diversity and important, generally beneficial functions,
stability and possibility of their natural regeneration.
